The objective of the present study is to propose a new governance for deliberation of environmental licenses for infrastructure projects, through steps that include diagnosis of the current situation, selection of applicable improvement points and design of alternative institutional arrangement, for building an effective rite and to restructure the efforts undertaken by environmental authorities. The environmental licensing processes for infrastructure projects are one of the bottlenecks for meeting reasonable deadlines for investments in infrastructure. There are delays that impact the final cost and postpone the benefits to society. Many of the elements that determine this situation are associated with the governance model, which prioritizes the “one-to-one” relationship (entrepreneur and environmental authority), without the coordinated participation of other actors with the potential for multiangular and more complete contributions. The proposal considers original aspects for the renewal of the culture of environmental licenses, including new actors, social participation and expanding the menu of alternatives for compensatory and conditioning measures, with expansion of the connection with ESG guidelines. The restructuring of governance aims to promote new dynamics and differentiated rhythms for the rites of environmental licensing, with favorable consequences for the predictability of the schedule and associated commitments.
