Resumo
The Brazilian State has been at odds with society since the beginníng of the 1980's. The immedíate result has been that some of society's basic needs have not been met duríng the períod with an increase in the system's entropy, which has meant an increase in entropy of its subsystems including the health subsystem. In the present monograph, working with economic, social and medicai data, and building some indicator-variables, society's needs in terms of publíc health are confronted with the actions taken by the state duríng the período By usíng statistícal techniques _ graphíc analysís, statístical assocíatíon of se/ectecJ índicators (Pearson's matrix correlatíon), principal component analysis, clustering analysis and multíple regressíon techniques - it was possible to visualize some of the causes and resutts of this hígh entropy, caracterized by a waste of resources and the emergence of situations which tend to generate crises in the organizations, and institutions of the Brazilian health subsystem. A method of allocating federal resources with a view to minimizing the inequalities among the states in terms of their performance in this area (Pubíic heatth), is proposed.
