Resumo
The objective of this study is to explore the reasons that resulted in the interruption of the contract management of CESAN, without a relevant explanation. The analysis of the crisis generated by the failure of the management contract of CESAN, considered in that administration period as an indispensable tool to the managerial support, demonstrated the need to deepen the knowledge on this subject. Studies were done searching for an explanation, particularly about the verification of the degree of CESAN's and the State's planning systems integration as well as the political commitment and the consistence of the institutional arrangement of the contract. The result of the research was presented to properly qualified professionals of CESAN, with a Master' s degree and/or an MBA, who after analyzing it, took part in debates, in order to deepen it's content and render it closer to our reality. The generated knowledge will highly contribute to sanitation area, once the three leveIs of government are in need of tools such as the management contract, as a strategy to revert the inability of the public machine. The experience found in documentations and in the literary circle included in this document, allowed the evaluation of objectivity criteria and commitment leveI among the several involved segments, basic conditions for the support and the continuity of the administration contract.
