Resumo
The focus of this research is the discussion on the limits and the reach of the São Paulo Municipal Committee on Climate Change and Eco-Economics in terms of its role as a venue for public participation in supporting the implementation of a municipal policy on climate change based on the analysis of its institutional structure. This discussion begins with the forces that pushed the climate change question on the political agenda of the city and the debate on the effectiveness of public participation in decision-making processes. The problems raised for this venue for public participation are seen through the perspective of the historical background of participatory democracy in Brazil. The theoretical reference of the study is centered on the discussion of the role of the public as part of the discussion over participatory democracy, from the analytical perspective of the disciplines of Public Administration, political Science and Social Science. This thesis seeks to obtain an understanding as to whether the presence of the Municipal Committee on Climate Change and Eco-economics may be a relevant mechanism to assist in the implementation of a sub-national policy on climate change, given the complexity of the topic, interfacing with both global and local issues and the related challenges of sustainable development in a megacity such as São Paulo. References to topics raised by global actors in the climate change debate are cited owing to their relevance to the discussion and influence at the municipal level.
