Resumo
This work intends to study the Laws, Norms and Aims proposed by the Ministry of Education, from 1975 to 1980, a period of increased interest in the issues of the pre-school education, and, therefore, more activity as far rules and programs, in this specific field, are concerned. It begins showing the importance of pre-school education as a necessity for human development, rejecting the idea of 'cultural deprivation' which leads to the 'compensatory education' approach. Prosseding, it goes into the analysis of selected document material, with the intention to find out the purposes and contradiction in the Programs offered by the Government using these findings, if any, to achieve more coherent alternatives. The documents were studied chronologically according to their publication dates, displaying in sequential progression the successive acts taken in relation to Pre-School Program, in Brazil. It may be said, as a first conclusion, that, along those 5 years, the nature of the official speech on this theme, scarcely changed, never leaving the bureaus of the planners nor the pocket of the politicians. And even this, fully impregnated with the 'compensatory education' concept. As a second conclusion, it became clear that Pre-School is bound to fail, when carried out without a consistent proposition, specially trained teachers, and adequate installations. After 1981 slight changes in the in the official behavior have been detected, but the results of this, if any, can only be measured in coming years.
