Resumo
This article presents a methodology for the elaboration of one of the phases of the Municipal Planning, such as the municipal diagnosis, specially for small cities. The enphasis of this study is on the creation of a set of indicators for a municipal diagnosis on education. Using the framework of a 'tree of indicators', first 10 essential indicators will be presented. Those indicators are organized in 4 dimentions: the first dimention is related to the municipal deficit in attending the demand for kindergarden and elementary school; the second one is related to the quality of education; the third one to the municipal education performance; and the forth dimention is related to the implementation of the municipal budget for education. At the end, a second list of indicators will be presented focused on a more qualitative approach
