Resumo
This dissertation examines the Brazilian public policies in the period after enacting the 1988's Federal Constitution from the point ofview ofthe State-Society relationship. It develops a comprehensive methodology to evaluate impacts of the public policies in Brazil based on the influences of the Brazilian Constitution fundamental principIes, the Society's beliefs, the State premisses, the epistemology on impact evaluation ofpublic policy and the multilateral international relationship upon national institutions.
