Resumo
The economic data show that Brazil has been losing competitiveness. Despite of being a great exporter, its products have low added value, in other words, there's a lack of scientific knowledge incorporated into the productive process and there is not an effective involvement of the private sector on basic and applied researches. The goal of this academic work is to analyze whether the Law n. 13.243/2016 may or may not contribute to the formation of institutional arrangements that promote increased economic performance. Will be exposed some models of institutional arrangements in Science, Technology and Innovation (ST&I), which has measures that promote a friendly environment to partnerships between the scientific, the public and the private areas. Concerning to some regulatory acts that exist in Brazil, the Law nº 11.079/2004, from public-private partnership, has short appliance on ST&I for being rigid and less adaptive. Already the law 13.243/2016 - New Landmark of ST&I although is considered a breakthrough on promoting a large number of actions to foster scientific and technologic research and development, has duration of this legal landmark that does not assure the interactions between the parts of this system will be encouraged.
