Brazil has the potential to become a global leader in the use of solar PV, and municipalities have a big role to play in not only encouraging PV projects within their territories, but also setting an example by integrating PV into their own buildings and public goods. In addition to savings in electricity costs and the generation of new jobs, the adoption of photovoltaic projects also contributes to the reduction of greenhouse gas (GHG) emissions by offsetting the use of non-renewable sources, such as oil and gas. Faced with the numerous budgetary challenges hanndled by governments in the country, states and municipalities that seek to reduce costs and contribute to the mitigation of climate change have developed Public-Private Partnerships (PPP) that include the construction, operation, maintenance and management of solar plants to serve energy demand from public administration bodies. The objective of this work is to propose to the municipality of José Bonifácio, located in the northwest of the state of São Paulo, the implementation of distributed generation photovoltaic systems for the supply of electricity to its public facilities, contributing to the provision of clean and economical energy for the municipality. Based on a technical, economic-financial and legal feasibility study, it is recommended that the municipality of José Bonifácio structure a PPP for the construction, operation, maintenance and management of solar plants to supply the Low Voltage energy consumption of its public facilities. Such model could be reproduced in municipalities with 30 to 50 thousand inhabitants.
