Resumo
The study is aimed at analysing the training policy of elementary teachers establishedby 1971 law (Brasilian Reform - law 5.692). The study focuses specifically on teachers of the elementary school, in the context of the Brazi1ian educational policy. The anulysis is developed on the basis of interpre tation of legal texts, official papers and on the current 1iterature on the subject. It carries also a historical re view of teachers training policies developed since the first schools for elementary teachers (norma schools) were created in Braz;l, endeavoring to· stress the severa1 economic, pol1tical, social and ideological features that have conditionned that policy.
