Resumo
This paper considers Latin American civil service colleges - their origin, recent evolution, and prospects. It describes the history of ENAP Brazil, in order to identify characteristics and trends that can be compared with other civil service colleges. In order to stir debate, it presents some general claims about the Latin American colleges. The idea is not to propose the convergence of models and guidelines for all civil service colleges, but rather to provoke reflection on common traits, so as to provide an appropriate basis for the debate taking place in each country on the prospects for these institutions.
