Resumo
This dissertation is a case study about the creation of the federal Executive Secretaria Federal de Controle Interno - SFC - and of its activities as an oversight institution over the execution of the public policies. By the use of analysis, interviews and official documents it was possible to demonstrate that: a) the execution of federal public policies is monitored, b) this monitoring is performed by an organ – SFC – that was recently created as a result of a sizeable reform of the federal Executive internal control system, c) the monitoring represents the ability of the federal government to control the bureaucracy and the government coalition. The main contributions of this dissertation are: 1) it has shown the conditions by which monitoring over public policies can be one form of political control over the bureaucracy, 2) it analyzes the institutional building of the SFC as a federal government resource to control the bureaucracy and the government coalition, 3) it studied unprecedentedly the federal Executive monitoring institution, and 4) it points out the new hypothesis and research perspectives .
